What the DVLA's rule confirmation means for millions of older drivers

DVLA confirms rules which will impact your towing limits after 70

Thousands of older drivers planning caravan or motorhome trips could face new restriction when they turn 70, as DVLS rules require licence renewal – and some vehicle entitlements don't automatically carry over. 

When drivers reach 70, their licence expires and must be renewed every three years, as opposed to the current renewal which is at every ten years. What many don't realise is that this new renewal removes the C1 and D1 licence categories unless they actively apply to keep them. These categories allow you to tow a combined weight between 3.5 and 7.5 tonnes.

How can older drivers retain their towing and motorhome licences?

A DVLA spokesperson confirmed that keeping these entitlements requires a D2 application form and a D4 medical report, as they fall under “Group 2” licence standards. This affects drivers who passed their test before January 1997 – those drivers were given C1 and D1 rights automatically, but they must now reapply if they want to keep towing or driving heavier leisure vehicles. 

For most standard caravans and lighter motorhomes under 3,500kg, no change is required – since your regular category B licence still allows towing within legal weight limits. But for anyone with a heavier twin-axle caravan, large motorhome or towing with a vehicle over 3,500kg, it’s worth checking the weight plate and your licence categories before booking your next trip.

It is important that anyone receiving this letter does not ignore it. This will be sent approximately 90 days before their seventieth birthday and if if the licence is not renewed, it will be ilegal to drive – and could lead to fines, points or even vehicle seizure. 

The medical and form process is free to apply for and, if approved, drivers can continue using motorhomes or towing set-ups within the legal weight limits. If they choose not to renew C1 or D1, they can still apply later, but until then, they can't drive heavier vehicles in the meantime.
